BACKGROUND:

The California Early Access and Stabilization Services (EASS) program is a hybrid model of restoration services established through a collaboration between the California Department of State Hospitals and County Sheriff’s Offices. Recovery Solutions began providing these services in 2022 and now serves 40 California counties.

Philosophy:

The EASS Program embraces psychiatric stabilization and competency restoration for all patients newly deemed incompetent to stand trial. The treatment model promotes stabilization and tailors treatment to meet individual needs based on the assessments of a multi-disciplinary treatment team.

Services:

Hybrid model of multi-disciplinary psychiatric stabilization and restoration services for patients not yet admitted into a jail-based competency treatment or Department of State Hospitals (DSH) program. Any patients who are not restored to competency in this program will be admitted to a jail-based competency treatment or DSH program. We offer a combination of medication management as well as individual and group-based restoration services before patients are admitted into a jail-based competency treatment or DSH bed.

Significant Achievements:

• Implemented program services in 40 California counties within first two years of assuming operations
• Since implementing services, have reduced the waitlist to 0 in 40 California counties
