BACKGROUND:
The Florida RISE (Restoring Individuals Safely and Effectively) Program is a competency restoration program embedded in the Paul Rein Detention Facility and established through a collaboration between the Florida Department of Children and Families (DCF), the Broward County Sheriff’s Office (BCSO), and Recovery Solutions. Launched in October 2025, the program serves adults awaiting their initial competency evaluation or those who have been found Incompetent to Proceed (ITP). By delivering treatment in the most responsive setting, RISE reduces unnecessary admissions to state psychiatric hospitals, improves access to care, and supports safe return to court or step-down services.
Philosophy:
The RISE Program embraces recovery-oriented, trauma-informed care for all patients. The recovery model promotes patient choice and tailors treatment to meet individual needs based on the assessments of a multi-disciplinary treatment team. The team is comprised of – Program Administrator; Psychiatrist, Psychologist, Psych RN; Recreation Specialist; Re-Entry Specialist; Social Worker; Office Coordinator and Peer Support Specialist.
Services:
Competency restoration services for individual found incompetent to stand trial (IST), including assessment and evaluations, individualized treatment planning, individual and group treatment, psychiatric services, psychological services, medication and medication monitoring, and discharge and re-entry planning.
Significant Achievements:
• 1st embedded competency restoration program in the state of Florida
• Implemented our electronic medical record to manage patient care
• Incorporate peer support and specialized re-entry support in our program design
