Montgomery County Mental Health Treatment Facility

Montgomery County Mental Health Treatment Facility (MCMHTF) was developed through a pioneering public-private partnership between Montgomery County, the Texas Department of State Health Services (now the Health and Human Services Commission), and Recovery Solutions. Montgomery County developed and financed the project, and we were awarded a management contract through a competitive solicitation process. MCMHTF opened in March 2011, with an anticipated expansion to 200 beds by 2026.

MCMHTF provides evidence-based, trauma-informed behavioral health and competency restoration to individuals found incompetent to stand trial. Services include individualized assessment, multidisciplinary treatment planning, psychiatric services, competency restoration, integrated treatment for co-occurring psychiatric and substance disorders, court reports, court testimony, psychosocial rehabilitation, social service support, discharge planning, medical care, pharmacy, food/nutrition, facility maintenance, transportation, and safety/security.

MCMHTF has developed processes for ensuring respect for patient rights, prevention of abuse, neglect and exploitation, the virtual elimination of seclusion and significant reduction in restraint, and effective linkages to the community, legal system, other state psychiatric facilities, and other community agencies in multiple counties across the state of Texas.

• Governed by a Hospital Advisory Board comprised of community leaders representing healthcare, education, elected officials, private sector business and local government
• Achieved Joint Commission accreditation for 3 consecutive cycles
• Recognized by The Joint Commission as a Top Performer on Key Quality Measures
• Assisted in the development of the Behavioral Health and Suicide Prevention Community Taskforce of Montgomery County, a working collaborative of 12 Workgroups with more than 500 community members focused on improving care for individuals with mental health challenges.
• Supported a community increase in Crisis Intervention Teams in Montgomery County
• Supported NAMI Greater Houston in expanding services to the three county area (Montgomery, Harris, and Fort Bend) and preparation for expanding to Walker, Liberty, San Jacinto and Waller counties. The area has a population of more than 6.6 million people.
