BACKGROUND:
The RISE Program (Restoring Individuals Safely and Effectively) is a detention center capacity restoration program established through a collaboration between the North Carolina Department of Health and Human Services, Mecklenburg County Sheriff’s Office, and Recovery Solutions. RS was awarded the initial contract through a competitive procurement process in 2022.
Philosophy:
The RISE Program embraces recovery-oriented, trauma-informed care for all patients. The recovery model promotes patient choice and tailors treatment to meet individual needs based on the assessments of a multi-disciplinary treatment team.
Services:
Capacity restoration services for individuals incapable to proceed, including assessment and evaluations, individualized treatment planning, individual and group treatment, psychiatric services, psychological services, medication and medication monitoring, and discharge and re-entry planning.
Significant Achievements:
• Implemented first jail-based capacity restoration in the State of North Carolina
• Program started on December 2022
• Significantly reduced waitlist times within the first six months and provided treatment to residents that would have waited longer to receive treatment at Broughton State Hospital
