BACKGROUND:

The North Carolina RISE (Restoring Individuals Safely and Effectively) Program is a detention center–based competency restoration initiative established in December 2022 through a collaboration between the North Carolina Department of Health and Human Services, the Mecklenburg County Sheriff’s Office, and Recovery Solutions (RS). RS was awarded the initial contract through a competitive procurement process in 2022 to provide mental health and restoration services for Incapable to Proceed (ITP) defendants awaiting trial.

Today, NC RISE operates embedded programs in three counties—Mecklenburg (25 beds), Pitt (10 beds), and Wake (10 beds)—delivering targeted, evidence-based psychiatric care, legal education, and individualized rehabilitation services within secure, therapeutic environments. Our multidisciplinary teams partner closely with county stakeholders and NCDHHS to help reduce wait times for state hospital placement and support.

Philosophy:

The RISE Program embraces recovery-oriented, trauma-informed care for all patients. The recovery model promotes patient choice and tailors treatment to meet individual needs based on the assessments of a multi-disciplinary treatment team.

Services:

Capacity restoration services for individuals incapable to proceed, including assessment and evaluations, individualized treatment planning, individual and group treatment, psychiatric services, psychological services, medication and medication monitoring, and discharge and re-entry planning.

Significant Achievements:

 

  • Implemented first jail-based capacity restoration in the State of North Carolina
  • Significantly reduced waitlist times within the first six months and provided treatment to residents that would have waited longer to receive treatment at Broughton State Hospital
  • Continued program expansion to multiple locations due to initial success of first 10 bed program
  • Implemented electronic medical record to manage patient care
